British Columbia’s Provincial Groundwater Observation Well Network, for example, collects groundwater quantity and chemistry information across the province. The plan should consider whether approaching drivers can see the work area early enough, whether the sampling vehicle blocks visibility, whether cyclists or pedestrians would be forced into another conflict, and whether nearby property access can remain functional.
The arrangement should also consider the setup and removal stages. Workers can be exposed while placing or collecting temporary traffic-control devices before and after the monitoring well itself is accessed.

Roadway and Parking Lot Sampling Require Different Planning
Roadway and parking-lot monitoring can involve similar environmental equipment, but the two locations should not be treated as legally or operationally identical.
Roadway Monitoring Wells
For a monitoring well in a roadway, shoulder, curb lane, or similar location where a worker may be exposed to moving road traffic, WorkSafeBC’s work-zone provisions become central. Part 18 defines a work zone as an area where a worker is or may be exposed to a moving vehicle, subject to specific exclusions. Short-duration work requiring more than 15 minutes during one daylight period requires a written Traffic Control Plan developed from the written risk assessment.
The practical arrangement should match the exact position of the well. A monitoring point located completely outside the travelled lane can present a different exposure from one installed in a curb lane. A well positioned beside a bike lane presents a different road-user interaction from a well on a rural shoulder. A monitoring well within an active travel lane may require substantially greater traffic intervention than a point that can be accessed completely outside live traffic.
The location of the small well cover alone does not determine the traffic-control requirement. The worker exposure created while accessing it does.
Parking Lot Monitoring Wells
Parking lots require an important regulatory distinction. WorkSafeBC’s Part 18 definition of a “work zone” expressly excludes a parking lot. Therefore, the short-duration written Traffic Control Plan requirement in section 18.3.2 should not simply be transferred to a private parking lot as if that parking lot were a roadway work zone.
That does not mean vehicle risk in a parking lot can be ignored. Section 18.2 requires employers to provide effective traffic control whenever traffic could be hazardous to workers. Part 18 also specifically defines a traffic assistant as someone trained to assist or direct motorists within parking or holding areas, and section 18.6.3 establishes workplace-specific training requirements for traffic assistants.
A monitoring point in a busy retail, industrial, institutional, or commercial parking lot may expose a technician to reversing vehicles, vehicles entering and leaving stalls, delivery trucks, loading movements, internal intersections, or pedestrians crossing the work area. The controls should reflect those actual movements as well as any property-owner or site-specific safety requirements.
A roadway lane-closure drawing should not simply be copied into a parking lot. At the same time, an empty parking stall should not automatically be considered a protected work zone simply because the monitoring well sits inside it.
Common Mistakes in Groundwater Sampling Traffic Control
One of the most common planning mistakes is showing only the groundwater monitoring-well location.
A monitoring-well symbol does not explain the technician’s work envelope, sampling-equipment footprint, service vehicle, or movement between the vehicle and well. If those elements are omitted, the actual field operation may extend outside the area shown as protected.
